Siguiendo nuestra serie de conversaciones con personas Europeas Convencid@s, me gustaría presentarte a mi amiga albanesa Laura. Nos conocimos hace unos años ya (a pesar de nuestra juventud) en el Model of European Union de Madrid organizado por JEF Madrid.
Como verás, Laura pertenece a un país que no es miembro de la UE y eso hace que su punto de vista sobre la construcción europea sea ciertamente interesante. Tampoco podrá votar, pero intenta que su voz a favor de la Unión se oiga bien fuerte! 😉
- Cuéntanos un poco sobre ti, Laura
Me llamo Laura Bixhi. Me dedico a los asuntos sobre política europea, al objetivo de construir una Europa federal, a los DDHH y los derechos de la mujer e igualdad de género. Estoy estudiando en el máster de Comunicación y Marketing Político en la universidad de UAH, Madrid. Soy muy europeísta y me veo siempre involucrada en asuntos de la UE.
- ¿Con qué problemas prácticos te encuentras al no ser de un país que no es de la UE?
Cuando vives en un país fuera de la UE y eres joven, ves las grandes dificultades en el camino al no ser ciudadano europeo. Siendo albanesa y viviendo allí hasta los 24 años, te encontrabas con que las posibilidades de entrar en algún país de la UE eran limitadas. Siempre teníamos que pasar la frontera con un visado como turista hasta 2009, cuando yo ya había terminado mis estudios en el instituto. Empecé la universidad y como todos los estudiantes en Albania no podíamos solicitar un Erasmus. Algunos conocían el programa Erasmus, pero la mayoría no sabía cómo funcionaba el proceso de hacer el cambio de universidad de un país a otro, y tampoco había colaboraciones con universidades de la UE para este tipo de intercambios. Luego, el deseo de viajar, ver los países europeos, hacer turismo y saber de otras culturas ha despertado nuestro interés desde 2009 cuando se facilitó la obtención de visados (pocos viajaban antes del 2009, porque el porcentaje de los que obtenían un visado era pequeño). Hoy en día, los jóvenes de Albania, como yo, quieren vivir, estudiar en los países de la UE, porque en principio queremos formarnos y darnos más oportunidades para nuestras carreras. Si vuelves a Albania con un diploma de Máster de la UE tienes las puertas abiertas para trabajar en tu propio campo, y si quieres vivir en el país europeo en el que has elegido para estudiar, como yo, es más fácil para renovar la residencia. Hay dificultades, eso es cierto, pero tienes más ventajas durante el proceso. Y como estudiante no europeo te encuentras con que las tarifas de las matrículas universitarias son más altas, que suponen el doble de lo que paga un ciudadano europeo, también el camino para llegar al punto de tener un visado de estudiante no es fácil, porque el proceso del papeleo es largo y con muchos pagos, que no todos los ciudadanos no europeos pueden hacerlo teniendo una baja economía, como la de Albania. Después de todo el sacrificio, teniendo una residencia como estudiante durante tres años tendrás el derecho para trabajar en un país de la UE, como España (es un ejemplo porque las leyes cambian de un país a otro de la UE), pero tampoco es fácil porque depende de si tienes una oferta de trabajo o no, sino en caso contrario tienes que volver a tu país de origen. ¿Podéis ver ahora que dificultades que hay de no ser europeo? Durante estos años aquí, en España he visto gente que no sabe la importancia de ser europeo. Tengo un mensaje: ¡Tenéis que valorar la Unión Europea!
- ¿Cómo ves el proceso de adhesión de Albania a la UE? ¿de los Balcanes?
Desde junio de 2014 Albania es un país candidato de la UE. En el momento que hemos tenido la oportunidad de ser un país candidato pensamos que sería más fácil ser miembro o por lo menos, tanto el gobierno como los ciudadanos decían que dentro de diez años Albania sería un país miembro. Los años han ido pasando y ahora pocos ven a Albania dentro de la UE en 2024 o 2025. No quiero ser escéptica, pero viendo la situación actual en Albania pienso que se necesita trabajar más para llegar a estar dentro de la comunidad europea. No solo se trata de Albania, sino del resto de países de los Balcanes, y la lucha se centra en quién entrará primero o si entrarán más de un país al mismo tiempo, como ha pasado con Bulgaria y Rumania. Es una cuestión de tiempo y de trabajo. El proceso más cercano es la re-apertura de las negociaciones con la UE. ¡Esperamos que se abran en Junio!, citando la misma frase que hace unas semanas dijo Mogherini. En los Balcanes hay mucho que trabajar sobre corrupción, la economía, mejorando el nivel de los estados en el ámbito político, del empleo, de la justicia, de la igualdad de género, de los derechos humanos. El proceso de adhesión de Albania en la UE no lo veo muy lejos, pero tampoco muy cerca, no solo por parte de Albania, como expliqué anteriormente, también me preocupa la UE. Pienso que no está en el mejor momento con el Brexit para aceptar nuevos miembros. En los siguientes años seguramente que van a tener claro cuál será el país que entre.
- ¿Cómo vive la gente local el proceso? ¿Crees que hay gente más pro-europea o anti-europea en Albania?
Albania es un país pro-europeo. Hasta ahora no he escuchado o leído una frase contra de la UE. La gente local son pro-europeos, hay algunos neutrales, pero la mayoría lo viven con mucha pasión el proceso.
- Has trabajado dentro del PE, ¿Cuáles fueron tus impresiones del trabajo que realiza el PE?
Todo lo que he visto en Bruselas me ha dado una impresión tremenda. Desde cuando entré por primera vez al edificio del Parlamento Europeo, y luego, en el modo de trabajar. Me impresionan como trabajan los grupos políticos, las comisiones, y la colaboración entre los grupos para llegar a un acuerdo sobre las enmiendas para sacar la directiva adelante, también la colaboración entre ellos en los eventos beneficiarios para los ciudadanos europeos. Durante cinco meses me he sentido como en casa, porque es una impresión que te deja este lugar. Lo que me llama la atención es también la forma de comunicación, no me han considerado como una simple becaria, siempre querían mi opinión sobre el tema, siempre me dejaban expresar mi opinión en la comisión de Derechos de las mujeres e Igualdad de género con ALDE Group (el grupo de los liberales) donde yo he hecho las prácticas. Todo es muy ordenado y bien informado. Se organizan primero dando importancia a los expertos, para una vez comprendido un tema intentan finalizar la inscripción de las enmiendas que cada eurodiputado propone, y luego el proceso de ponerlo en conjunto con la ideología de cada grupo político y al final la votación; es todo un proceso que me ha interesado, y espero un día volver a trabajar de nuevo en el Parlamento porque no solo que me ha afectado, pero también me ha dado la posibilidad para expresar y dar en este campo.
- Como activista muy presente en diferentes movimientos asociativos, ante esta idea de que “la juventud no hace nada por Europa”, ¿qué te parece?
Déjame decir que es la primera vez que lo escucho. ¿La juventud no hace nada para Europa? No estoy de acuerdo, porque Europa ha avanzado, y son los jóvenes los que le han dado una voz más a Europa, una voz fuerte en las políticas de los jóvenes. Personalmente no puedo imaginar una Europa sin juventud, porque de mi experiencia en estos años, he seguido los jóvenes europeos que hablan con mucha pasión sobre las políticas de Unión Europea, han insistido en los eventos europeos, han organizado actividades para involucrar más jóvenes, dando la posibilidad de entender cómo funciona la política europea y luego asistir en las ONGs y partidos políticos para que su voz se escuche más allá. Hemos tenido eurodiputados jóvenes, y para estas elecciones tenemos nuevas candidaturas de jóvenes de diferente partidos. Han organizado también debates europeos sobre estas elecciones. Son los jóvenes los que quieren una Europa más unida, más abierta, más colaborativa. Una Europa con representantes jóvenes que dirigen países europeos, con una política más constructiva. En día de hoy los jóvenes son activos en todo el proceso de las políticas europeas, en el campo de educación, de empleo, de los derechos humanos, y sin olvidar el aspecto del intercambio de las culturas, puedo mencionar Erasmus + que no solo facilita el intercambio de estudios sino también de las actividades y seminarios europeos.
- Como Albania no forma parte de la UE no podrás votar en las Elecciones Europeas del 26 de mayo, ¿cómo sientes la falta de voto para votar al PE?
Llevo meses siguiendo y publicando sobre la campaña electoral #thistimeimvoting #estavezvoto. Estando tan cerca y en el mismo tiempo lejos de votar. Esta vez me gustaría votar por la política de la UE, por la colaboración entre los estados, para los valores de la UE. Esta vez me gustaría votar por la migración, los refugiados, por la protección de los derechos humanos en la UE. Esta vez me gustaría votar por la diversidad, la democracia, por la identidad. Esta vez me gustaría votar por el rol de las mujeres en la zona europea, por los derechos de las mujeres, por la igualdad de género. Esta vez me gustaría votar por los jóvenes, por su educación y empleo, por nuestra cultura y historia, por una Europa unida. Esta vez me gustaría votar para crecer, desarrollar la UE, para que los países como Albania estén dentro de la UE en los próximos años. Esta vez me gustaría votar pero no puedo votar porque desafortunadamente no soy una ciudadana europea. Soy europeísta, estoy a favor de una Europa unida. Tenéis la oportunidad, el derecho para votar el día 26 de Mayo, así que por favor hacerlo para la gente que como yo aún no lo tienen, por darme una oportunidad en el futuro, porque yo elijo Europa.

Following our series of conversations with Europeas Convencid@s, I would like to introduce you to my Albanian friend Laura. We met a few years ago (despite our youth) in the Model of European Union in Madrid organized by JEF Madrid.
As you can see, Laura belongs to a country that is not a member of the EU and that makes her point of view on European construction certainly interesting. She will not be able to vote either, but she tries to make her voice in favor of the Union sounds strong! 😉
- Tell us a little bit about yourself Laura
My name is Laura Bixhi. I am dedicated to European politics, to the issues of having a federal Europe, issues of human rights, women’s rights and gender equality. I am in the master’s degree in Communication and Political Marketing at the University Alcala de Henares, Madrid. I am very pro-European and I am always involved in EU affairs.
- Which are the problems you find in EU area just because you are not a European citizen?
When you live in a country outside the EU, and you are young, you see the few difficulties you face on the path of not being a European citizen. As Albanian and living there until 24 years old, I had limited possibilities to enter in the EU countries. We always had to pass the border with a tourist visa until 2009, when I had already finished my studies at the high school; I started university and like most of the students in Albania, I didn’t know about Erasmus. Some of the students knew about Erasmus, but most of them did not know how the process of making the exchange of universities from one country to another worked, nor did we have collaborations with EU universities for these types of exchanges. Then, the desire to travel, see European countries, tourism and learn about other cultures has aroused our interest after 2009 (few Albanian citizens traveled before 2009, because the percentage that gave them the visa was small in the number), when the process was easier with the liberalization of visas. To the young people of Albania, like me, today they want to live, study in EU countries, because first of all we want to be formed and to have opportunities in carrier. If you come back to Albania with a Master’s degree from the EU, you have the doors open to work in your own field, and if you want to live in the European country you have chose to study, like me, it is easier to renew the residence. There are difficulties, this is true, but the advantages for the process are easier. And as a non-European student you will find higher tariffs for university studies or for the master’s degree, the fees are double price compare what a European citizen pays, also the way to achieve a student visa is not easy, because the process of Paperwork is long and with many payments, which not all non-European citizens can do it, having a low economy state, as Albania’s economy. After all the sacrifice, having a residence as a student for three years you will have the right to work in an EU country, like Spain (it is an example because the laws change in one country to another in the EU), it is not easy either because it depends if you have a job offer or not, on the contrary you have to return to your origin country. Can you see it now that there are difficulties of not being European? During these years here, in Spain I have seen people who do not know the importance of being European. I have a message: You have to value the European Union!
- How do you see Albania’s accession process to the EU from the Balkans?
Since June 2014 Albania is a candidate country of the EU. At the time we’ve had the opportunity to be a candidate country we have always thought that it will be easier to be a member and at least, as much as the government and the citizens said that within ten years Albania will be a member country. The years are passing and now few of them see Albania inside the EU in 2024 or 2025. I do not want to be skeptic, but seeing the current situation in Albania I think that more work is needed to get inside the European community. They are countries in the Balkans that are for the enlargement of the EU and the fight is which is the first in the entrance or if will be more than one at the same time, like what happened with Bulgaria and Romania. It is a matter of time and work. The closest process is the opening EU accession negotiations with the EU. We hope they will happen in June! Quoting the same phrase as Mogherini said few weeks ago. In the Balkans there is much to work on corruption, on the economy, improving the level of states in the political sphere, employment, justice, gender equality, human rights. The accession process of Albania in the EU I do not see it far away, but in the same time not very close, not only on the part of Albania, as I explained before, I am also concerned about the EU. I think that EU is not in the best moment with Brexit, to accept new members. In the following years for sure they will be clear about which country will be welcome for membership.
- How do local people live the process? Do you think there are more pro-European or anti-European people in Albania?
Albania is a pro-European country. Till now, I haven’t heard or read a phrase against the EU. The local people are pro-European, some of them are neutrals, but most live with a lot of passion the process. Hope that the passion will not fall in the next years! We really would like to have just optimist citizens for this case!
- You have worked in the European Parliament. Tell us about your impression of the work realized by the European Parliament?
For me, everything I’ve seen in Brussels is a tremendous impression. Since the first moment I entered in the European Parliament building, and then the way of working. I am impressed by how political groups, committees, and collaboration between groups to arrive an agreement on the amendments to take the directive forward, as well as the collaboration between them in the beneficiary events for European citizens. For five months I felt at home, because it is an impression that this place gives to me. What else takes my attention is also the form of communication, they never considered me as a simple intern, they always wanted my opinion on the subject, let me to express myself in the Women’s Rights and Gender Equality Committee with ALDE Group where I have done the practice. Everything is very orderly and well formed. The realization of the tasks they have on giving importance to the experts, so they can understand and finalize the writing of the amendments that each MEP writes, and then the process of changing it with the ideology of each political group and at the end time to vote; It is a process that has interested me, and I hope that one day I will work again in EU Parliament because not only affected me, but also gives me the opportunity to express in this field.
- You are an activist in different associative movements. What do you think about the idea that people have for «youth does not do anything for Europe»?
Let me say that it’s the first time I’ve heard it. Is it real that youth do nothing for Europe? I do not agree, because Europe has advanced, and are the young people who give to Europe one more voice, a strong voice in the policies of young people. Personally I cannot imagine a Europe without youth, because of my experience in these years, I have followed the young Europeans who speak with great passion about European Union policies, they insist on European events, they organize activities to involve more young people, giving the possibility to understand how European policy works and then assist in NGOs and political parties so that their voice is well heard further. We had young MEPs, and for these elections we have new candidates from different parties. They have also organized European Debates on these elections. They are young people who want a more united, more open, more collaborative Europe, a Europe with young representatives who lead European countries, with more constructive policy. Today young people are active throughout the process of European policies, in the field of education, employment, human rights, to not forget the field of cultures’ exchange, I can mention Erasmus + that is not only exchange of studies but also activities and seminars in European level.
- As Albania is not part of EU, you will not be able to vote in the European Elections on May 26. How do you feel the lack to vote for the EP?
I have months following and publishing about the election campaign #thistimeimvoting #estavezvoto. Being so close and at the same time away from voting. This time I would like to vote for the EU policy, for the collaboration between the states, for the values of the EU. This time I would like to vote for migration, refugees, for the protection of human rights in the EU. This time I would like to vote for diversity, democracy, for identity. This time I would like to vote for the role of women in the European area, for women’s rights, for gender equality. This time I would like to vote for young people, for their education and employment, for our culture and history, for a united Europe. This time I would like to vote to increase and develop the EU, for the countries like Albania to be inside EU in the next years. This time I would like to vote but I cannot vote because unfortunately I am not a European citizen. I am pro-European; I am for a united Europe. You have the opportunity, the right to vote on May 26, so please do it for people like me who do not have this right yet, for giving me an opportunity in the future, because I choose Europe.
